Leaders should be thinking about the organisation

Largely, yes. But it's more than that. The thinking that happens in the team is wholly different than that which happens with leadership.

The team should have the power to make decisions about their work, and their customers. That should be entirely their responsibility.

Leaders should be thinking about the organisation, long-term direction, where the overall market is going, how the different products they create fit together, etc.

Both should be informed by the thinking of the other. As the group closest to the customer, the team has access to information leaders never will. And leaders have access to a scope, and trends, that are beyond what the team deals with, but which the teams can benefit from.
