It's explicitly stated in one of the principles, and implied elsewhere in the principles and manifesto.


"Build projects around motivated individuals. Give them the environment and support they need, and trust them to get the job done." - Hire good people, and then trust them to do the job. Thinking has to happen in the team in order for this to work.

Implicit in the manifesto:

"Customer collaboration over contract negotiation" - these are developers (the team) collaborating with customers, not the leaders of the team. That means the knowledge necessary to make good decisions rests with the team. That means they have to think.

Implicit in the principles:

"Our highest priority is to satisfy the customer through early and continuous delivery of valuable software." - This is about the team satisfying the customer directly, not the leader. Again, to take customer needs and turn them into workable solutions, the team has to be able to think.

"Business people and developers must work together daily throughout the project." - This is collaboration, not order taking. Collaboration requires independent thought.
